ISLAMABAD: Interior Minister Chaudhry Nisar Ali Khan has revealed that certain records of NADRA have been distorted or manipulated by some officials of the Authority and has given them two weeks to rectify such record. He said that the consultation for conducting operation in FATA with political forces is going on at government level. He announced to send references against officials of NADRA serving abroad, additional director generals and officers of the institution to board of directors over the matter of bonuses of hundreds of thousands of rupees. He said reservations regarding several officers of NADRA have also been shown in secret reports and security clearance of these officers has also not been conduced.
This he said while addressing NADRA officers and later on replying the questions of the media during his first visit to NADRA Headquarters on Friday, he said this is a very serious issue and the Government will not tolerate manipulation of the record which could play havoc with citizens, families and even the country due to sensitive nature of the data being handled by the Authority.
Replying to a question by newsmen on the occasion, the Minister said so far he has not received any concrete information about leakage of the data to foreigners but the issue will be further interrogated.
He said a complete ban has been imposed on the entry of foreigners in NADRA premises.
NADRA officers and employees have also been barred from interacting with foreigners without getting prior permission from the Interior Ministry specifying the nature and purpose of such interaction. He said foreigners have a lot of interest in what is happening at NADRA headquarters.
Ch. Nisar Ali Khan said a ban has also been imposed on employees to bring laptops and USBs to NADRA premises to guard against possibility of copying of the sensitive data and its possible sharing with vested interests.
He said the intelligence agencies have pointed out that people have been recruited in NADRA without security clearance despite sensitive nature of the work being carried out there.
Ch. Nisar Ali Khan said he was informed during briefing that the strength of the NADRA was 17,000 and 8000 to 13000 were inducted during PPP regime from 2008 onwards. He said disporportionate number of Director-Generals were created to accommodate favourite people. He said no one would be removed from service but performance of every DG would be evaluated and only those will be retained who would justify their posts and posts of others would be relegated.
He said foreign postings were also done on whimsical basis and decisions were made by just one individual without regard to merit or transparency. He said all these postings would be reviewed by NADRA Board and future posting would be made purely on merit and performance. Tenure of foreign posting is one and a half year but some of the officials are abroad for more than three years and all of them would be recalled.
Similarly, he said the former Chairman increased salaries of the employees by 15% and the interim Chairman hiked them by 10%. These increases would also be reviewed by the Board as currently the Authority is paying 71% of its budget on salaries which is unacceptable.
Chaudhry Nisar Ali Khan said new Chairman of NADRA will be appointed through open and transparent manner. He said an advertisement has been sent to the Establishment Division.
The Minister said professional persons will be nominated in the Board of Management of NADRA to help improve the performance of the Organization.
He said no decision will be taken on political basis. He said the decisions will be made according to rules and regulations. He said the Board will check the performance of the employees.
Ch. Nisar said NADRA is an important and sensitive national institution. He said NADRA is a profit earning Institution due to the constant efforts of its employees. He said the nation has spent billions of rupees on it.
He urged the employees to improve performance, adopt discipline and bring transparency in their working. He said he wants from the employees commitment with the State and the Institution.
He said in the past hundreds of people were recruited in NADRA without giving any advertisement.
Interior Minister said with the cooperation of SUPARCO, Police and NADRA, a model tracking system of vehicles is being evolved which will be first implemented in Islamabad. It will help to make the city safe.
To a question the Minister said survey of fifty-one thousand houses in Islamabad has been completed.
Nisar said new Chairman of NADRA will be appointed on merit, adding that an advertisement has been sent to the Establishment Division in this regard.
The Minister said professional persons will be appointed in the Board of Management of NADRA to help improve the performance of the organization.
He said decisions will not be taken on political basis‚ but according to rules and regulations. He said the Board of Management will keep a check on the performance of the employees.
On this occasion, the Minister directed NADRA to restore formerly National Assembly Hall in the State Bank Building to its original shape. He said this is the building from where journey of democracy began but unfortunately it remained neglected. Replying a question he said that the consultation for conducting operation in FATA with the political forces is continued.
Nisar said that no institution in history of the country has declared any prime minister as security risk on the record.
