ISLAMABAD, (SANA): Opposition Leader in the National Assembly Chaudhry Nisar Ali Khan has announced to table a privilege motion in the National Assembly today (Friday) against Speaker National Assembly and Chairman of the commission on new province on behalf of more than 90 members of the parliament for not taking into confidence the major opposition party the PML-N and issuing a one sided report.

Meanwhile Nisar Ali Khan also demanded of the government to constitute a judicial commission on Kargil conflict following revelations about former president general (retd) Pervez Musharraf made by lieutenant general (retd) Shahid Aziz in his book published recently.

While talking to media outside the parliament house Chaudhry Nisar Ali Khan said that the decision for the formation of new provinces in Punjab had not been taken in consultation with the PML-N.

He said that President Asif Ali Zardari had no right to write to Speaker National Assembly for formation of commission on new province, adding that the Punjab Assembly wrote this letter to federal government and not the President Asif Ali Zardari.

He said that the commission on new provinces did nothing on the administrative and financial issues and it was recommended that 30 percent expenditure would be given from budget of the Punjab.

He said that this 30 per cent would not meet even the administrative expenditures and how the expenditures of the courts and other expenditures would be met.

He said that PML-N is brining an amendment through which the provincial assembly should be empowered to table resolution for formation of new province and Senate and National Assembly should only conduct voting.

Nisar Ali Khan also demanded of the government to constitute a judicial commission on Kargil conflict following revelations about former president general (retd) Pervez Musharraf made by lieutenant general (retd) Shahid Aziz in his book published recently.

Nisar Ali Khan said that there was no justification for the Kargil operation, adding that only four generals launched the operation without taking the then government and other military leadership into confidence.

He said the general (retd) Pervez Musharraf had several soldiers martyred without taking the army into confidence. He said Musharraf had not taken the government into confidence on the Kargil operation, adding that the whole record of the correspondence of Musharraf with Mian Nawaz Sharif is with the PML-N.

He said that following revelations of the general (retd) Shahid Aziz it has become imperative to constitute a judicial commission which should conduct a thorough investigation into the whole matter. He said it was written in the charter of democracy (CoD) that the commission would be set up on the matter of kargil issue but the present government did not implement the CoD.

He said that the time has come to inform the masses about the truth and responsible of the operation should be brought to justice. Chaudhry Nisar if today investigations of the kargil issue would not be conducted then tomorrow any general like Musharraf could commit same thing. He said 500 Pakistani army officers and cops were martyred in the Kargil war without any justification and no inquiry was conducted for the matter.

He said that the legal team of the PML-N had dialogues with the military legal team on the defence housing authority bill and now this draft is according to the constitutional demands, adding that CDA and RDA have the powers and land can be taken by force.

Talking about current political situation, Chaudhry Nisar Ali Khan said that an agreement between the government and the opposition over the next caretaker government seems difficult.

While talking about the issue of the caretaker government, Nisar Ali Khan said it seems unlikely that the government and opposition would come to an agreement regarding the caretaker setup, adding that the issue will be handed over to the election commission.

He also criticized Dr Tahirul Qadri for creating hurdles in the holding of next general elections, adding Qadri is unnecessarily raising hue and cry over issues which were already settled.

Nisar Ali Khan said that Dr Qadri is a non-state actor and that a foreign national could not be made a stakeholder in the electoral process.

He further said that even if the government and opposition come to an agreement over the caretaker setup, the opposition will never be in agreement with Tehrik-e-Minhajul Quran (TMQ) Chief Tahirul Qadri.

He said that Dr. Tahirul Qadri was brought according to a plan to fill the gap which is going to be vacant after the withdrawal of US forces in 2014.

Announcing February 4 as the date for the sit-in outside parliament, Nisar Ali Khan said that Jamiat Ulema-e- Islam-F, PML-F, Jamaat-e-Islami, NPP, Sunni Tehreek and other nationalist parties would also participate in the sit-in along with PML-N.

He said that all the parties would announce joint charter of demands on February 4 before the Election Commission of Pakistan.
